Dubai prominently being a Muslim state, most of Arab localities fast for 29-30 days until Eid, the day of the lunar sighting. During this month, Muslims refrain from any food or drink, from sunrise to sunset. These beliefs are expected to be observed and followed even by tourists, irrespective of their religious followings. Bars, nightclubs, supermarkets, cafes are mostly closed during the day. If caught, breaking any of the rules, it is most probable that you will land up in jail.

The best time to travel to Dubai is in Winter during the monthes of December till March,because the weather is good during this period.
Just to say the month of Ramadhan starts 10 days earlier each year so therefore will need to be assessed year on year. 2010 Ramadhan will be between mid August to Mid September.
Only ever been to Dubai airport for 4 hours as a stopover to Australia so cannot offer any useful insight but not heard anything other than good stugg about the place.
